Foreign appetite for Italian government bonds is showing stronger-than-expected momentum, according to ING rates strategists. Retail investor participation in Italian debt instruments now stands well above 6%, surpassing the country’s reliance on treasury bill funding. This trend points to a shifting dynamic in Italy’s funding structure, driven by growing confidence from both domestic and international investors.

“With foreigners seemingly making a larger-than-anticipated return to Italian debt, Italy can reconsider its funding composition once more,” ING strategists noted in a client briefing. The increasing diversity in investor base could allow Italy to rebalance its issuance strategies in favor of more long-term or retail-oriented bonds.

One indicator of investor confidence is the tightness of the 10-year bond spread between German Bunds and Italian BTPs. The spread currently stands at 101 basis points, just above the 100 basis point mark reached on Wednesday—the lowest level since 2021, according to financial data platform Tredu. Such tight spreads signal strong market support and lower perceived risk in Italian sovereign debt.

Further evidence of this growing demand will emerge later this month, when the Italian government launches its next issue of BTP Italia—a bond tailored specifically for retail investors. The offering will serve as a key test of whether this renewed interest, particularly from households and foreign buyers, will continue to support Italy’s borrowing needs at historically low spreads.

The confluence of foreign inflows, resilient retail demand, and tighter spreads suggests that Italy is in a more favorable funding position than previously anticipated—at least for the near term.
